CHR seeks proactive measures after shooting of Cavite barangay chairman

MANILA – The Commission on Human Rights on Wednesday called for the implementation of “proactive and preventive measures” following the shooting of a barangay captain in Cavite in August. 

The commission was referring to the reported murder of Rodrigo Tanagas, a barangay captain in Maragondon, Cavite last August 31.

In a statement, the CHR underscored the importance of introducing such measures as the country enters another election season.

"Proactive and preventive measures must be implemented to directly address the persisting occurrence of violence on the ground. As the 2025 midterm election nears, it is incumbent upon the State to ensure a secure environment where elected officials can serve their constituents without fear,” the CHR said.

"Likewise, it is essential that voters are afforded the confidence and safety needed to engage in the electoral process," it added.


According to reports, Tanagas was shot by riding-in-tandem while he was helping health workers cut grass in Barangay Tulay-A, Maragondon, where he is barangay chairman. 

The CHR said “the suspects and their motives are yet to be identified.” 

The commission said it was working with authorities to aid in the investigation.
