The Commission on Elections on Friday said it is set to decide which party-list groups will get available seats for grabs in the 20th Congress based on the results of the midterm elections.

Comelec Chairman George Garcia said officials have different opinions on how to compute the allocations after some groups argued that the total seats should be 64, and not 63.

Comelec said there are 63 seats available for party-list representatives, comprising 20 percent of the total members of the House of Representatives. Parties that receive at least 2 percent of the total votes cast for the party-list system shall be entitled to one seat each.

Garcia noted one of the arguments posed by the party-list groups is that any percentage of votes past the 2 percent threshold should also be given a seat.

“We are waiting for the recommendation of the supervisory group on he right allocation for party-lists…Tomorrow we will find out how many seats will be given in the rankings…It is not the business of the commission to disenfranchise voters,” he said.

The National Board of Canvassers said it was able to complete canvassing 175 COCs only for 3-days. 58 COCs on Tuesday, 101 COCs on Wednesday, and 16 COCs on Thursday.

Party-list organizations with highest votes include:

  • - Akbayan (2,779,621)
  • - Duterte Youth (2,338,564)
  • - Tingog (1,822,708)
  • - 4Ps (1,469,571)
  • - ACT-CIS (1,239,930)
  • - Ako Bicol (1,073,119)
