President Ferdinand Marcos Jr on Friday led the distribution of P771.3 million in financial assistance to the Cordillera Administrative Region to help farmers affected by the recent El Niño phenomenon.


According to Malacañang, the President turned over P50 million each to the provincial governments of Apayao, Ifugao, Kalinga, and Mountain Province, P34.52 million to Abra, and P29.74 million to Benguet.


Meanwhile, the Department of Social Welfare and Development distributed P10,000 to 2,500 beneficiaries under the Ayuda sa Kapos ang Kita Program, totaling P25 million. 


Other government agencies, including the Department of Agriculture, National Irrigation Administration, DILG, and Department of Labor and Employment also extended aid in the form of financial assistance, loan and insurance programs, funds for irrigation systems, and farming equipment, among others.


“Alam naman po nating lahat na maraming kabuhayan ang lubhang tinamaan ng El Niño noong mga nakaraang buwan at ilan sa mga naapektuhan ng matinding tagtuyot ay ang mga sakahan at palaisdaan, Marcos said.


“Kaya po, ayon sa aming datos… P1.24 billion ang naging pinsala sa sektor ng agrikultura dito sa [buong] Cordillera Region na nakaapekto sa kabuhayan ng higit 28,000 magsasaka at mangingisda. Hindi po biro ang ganitong laki at lawak [na] pagkawala, na sana ay naging pagkain ng maraming pamilya at naging kita [na] ng ating mga kababayan.”

 

In his speech, the President noted that the inclement weather almost spoiled his planned visit to the province. 


“Narito ako ngayon upang makabawi man lamang sa inyo dahil sa naudlot na pagbisita [ko] noong nakaraang taon dulot ng masamang panahon. Kamuntik na naman tayo. Itong araw na ito dahil ‘yung weather ay talagang nagsimula na ang tag-ulan kaya’t lahat ng pinupuntahan namin ay kailangan agahan. Kaya’t inuna ko na ang Apayao,” he said. 



The President also inaugurated the Sulvec Small Reservoir Irrigation Project in Pasuquin, Ilocos Norte, a P900-million project expected to benefit over a thousand farmers in the area.


“It boasts a capacity of over 1 million cubic meters, if translated into practical terms, that means a generous supply of water that can irrigate more than 700 hectares of agricultural land in 10 barangays here in Pasuquin,” he said.


Marcos said aside from storing water for irrigation, two hectares of the dam’s reservoir would be dedicated to aquaculture. 

 

“The NIA is also planning to develop the Sulvec SRIP to accommodate a hydropower plant [and] facilities for recreation and tourism,” he said.


Marcos noted the need to construct similar irrigation projects around the country.


“I was just having a quick discussion with Secretary Kiko and kailangan pa natin daan-daan na ganito. This is what --- we need hundreds of these around the country,” he said.

 

“Kaya’t we see to it that the operations of the Sulvec SRIP will be smooth and dependable so that we can keep our word to our citizens and we can inspire more programs and more projects like this all around the country.”
