MANILA — Former National Police Commission commissioner Edilberto Leonardo submitted his counter-affidavit on Friday before the Department of Justice on the murder and frustrated murder complaints in relation to the killing of former Philippine Charity Sweepstakes Office board secretary Wesley Barayuga.

According to Leonardo’s lawyer Andres Manuel, the counter-affidavit was submitted during the preliminary investigation at the DOJ.

“Sinubmit namin yung hard copy today, it was duly subscribed, tapos he affirmed it online,” Manuel said.

Leonardo is among the respondents to the complaints, which includes former PCSO general manager Royina Garma.

“Siyempre we are more than happy to receive a favorable decision pero at the end of the day, the one who will decide and who will provide for that decision will be the DOJ,” Manuel said.

Both Leonardo and Garma denied any involvement in the killing during the congressional investigation on alleged extra-judicial killings under the Duterte administration.
