MANILA — The Parish Pastoral Council for Responsible Voting, an accredited citizens’ arm of the Commission on Elections, has received almost 98% of election returns from their own transparency server a day after the polls.

In a quick briefing, PPCRV spokesperson Ana De Villa-Singson said as of 3:16 p.m. May 13, Tuesday, 91,083 precincts or 97.28% of all precincts nationwide have transmitted electronic votes.

“Pautay-utay na lang because, usually, past 97%, it comes in trickles,” Singson said. Bulk of the remaining 2.72% will be coming from the Bangsamoro Autonomous Region in Muslim Mindanao after posting only 73.55% transmission, according to Singson.

Others will be coming from the overseas absentee voting (89.26%) and Region 9 (94.86%).

“Aside from these three, everyone else, all the regions transmitted above 95% already,” she noted.

'NO TRANSMISSIONS YET’

Singson also revealed that they have yet to receive any transmission from several areas in the National Capital Region, Northern Mindanao and Soccsksargen.

“Kasi meron pa siyang dash, ibig sabihin kung may dash, in NCR, Region 10 and 12, ibig sabihin meron pang hindi pa nagta-transmit, meron siyang zero precinct,” she explained. When asked for the reason, Singson replies, “that is our question also”.

However, she also noted the possibility of transmission difficulties in some areas.

“Maybe there are very difficult to transmit areas like I know in San Juan initially they had challenges in transmitting, pero ngayon naka 100% sila. Although at the start they are really complaining hindi sila makapag-transmit,” she noted.

Only Pateros and San Juan have posted 100% transmissions to the PPCRV server, according to Singson.

PHYSICAL ERs

Meanwhile, 5,406 physical election returns (ERs) have been delivered to the PPCRV Command Center mostly from Metro Manila.

“We’re very grateful and we’re very happy to say na sa Caloocan, 100% ho ng precincts ay na-collect nila, at nandito na ho ang 100% of the ERs of Caloocan,” Singson disclosed.

The PPCRV official also noted that ERs from other Luzon areas will arrive starting today, while ERs from Cebu and the rest of Visayas are expected to arrive tomorrow, May 14.

The printed ERs will be used for the unofficial parallel count of PPCRV which aims to ensure the integrity of the transmitted results by comparing the electronically transmitted ERs to the physical ones.

The PPCRV said in its website that they are “mandated to monitor and flag mismatches in Election Returns and report these to the Commission on Elections”.
