MANILA — Commission on Elections Commissioner Noli Pipo is set to fly to Maguindanao Del Norte this Sunday, for his first official visit as the administrator of Datu Odin Sinsuat.

The municipality is now under the control of the Comelec, said its chairman George Erwin Garcia, on Monday.

This followed the killing of Comelec Provincial Election Supervisor Atty. Maceda Lidasan-Abo, and her husband, Jojo Abo, on March 26 along the national highway in Barangay Makir.

Pipo said that he will meet with police officials and other law enforcement agencies in order to have an overview of the situation in the area.

"Pagpunta natin doon, first we will conduct preliminary meeting with our law enforcement agency para ma-tingnan natin ano'ng nangyayari sa ground at ano ang political scenario dyan. Ano ang threat factors at ano ang mairerecommend nila, lahat na dapat gawin natin para ma-prevent ang karahasan. Hopefully, wala nang mangyari," Pipo said.

“I-secure dapat ang [safety] ng election workers, Comelec personnel, Deped, Treasury, Candidates, Supporters, electorates, sa media, mga citizen's arm," he added.

The commissioner also clarified that he is only there for a few days and that he will coordinate directly and regularly with officials from the provincial and regional security centers in the area.

"Ang purpose ng Comelec control is to have adherent supervision and control over the activities, not only of the Comelec but also all our deputies. Kung babasahin yung [Comelec] resolution, in placing the area in Comelec control, ang provincial, regional security center, sila ang in charge with implementing ng mga patakaran under Comelec control at magrereport lang po sila sa akin," he said.

"Merong misconception na kung sasabihin mong Comelec control ay isu-superseed mo na o papalitan mo yung local government unit with the performance of it's functions. But merely na naka-focus lang po diyan naka-microscope na tinitingnan mo lahat ng galaw ng mga government agencies. That they have to conform with our election laws particularly in following the election prohibitions," he added.

Pipo previously served as regional director of the Comelec in the Bangsamoro Autonomous Region in Muslim Mindanao, as well as other regions in the country.
