“When the program will be revamped, it will be holistic in its approach, hindi lang po patungkol sa consolidation but also the banking requirements,” Pastor said. “The Secretary created a technical working group consisting of five members from the Department of Transportation, LTO and LTFRB.”

Pastor said the correct number of consolidated units, based on DOTr Secretary Vince Dizon’s examination, is 43 percent and not 86 percent.
