MANILA — The Commission on Elections (Comelec) has issued supplemental guidelines regulating firms in conducting political surveys for May’s midterm elections.

In a 9-page resolution promulgated on Wednesday, the commission reiterated that all survey firms should disclose the amount spent by candidates and political parties for polls, including subscriptions.

“Only pre-registered entities shall be authorized to conduct and publicly disseminate election surveys. Provided, however, that these requirements shall be applied prospectively. Survey firms that have already been conducting and disseminating election surveys prior to the publication of this resolution shall be given a grace period of fifteen (15) days from the date of effectivity to complete their registration with the Comelec,” the Comelec resolution said.

Comelec said broadcast media should only publish an election survey if it contains the name of the entity which conducted the survey and the person, candidate, party or organization that commissioned or paid for the poll.
