Pipo, who will replace retired Comelec commissioner Marlon Casquejo, started his career as an Election Officer III in Bangued, Abra from 1993 to 1996 before he served as the provincial election supervisor of Ilocos Norte from February 1996 to January 2024.

The Comelec chairman said the appointment of the 2 new Comelec commissioners is recognition of their long service in the poll body. Pipo and fellow new commissioner Maria Norina Tangaro-Casingal, who has been with Comelec for 27 years, will serve as commissioners until 2032.
