MANILA — Quezon City 2nd District Rep. Ralph Tulfo on Tuesday apologized after his vehicles was caught using the EDSA busway for the second time.

In a statement released by the office of his father, Sen. Raffy Tulfo, the younger Tulfo admitted that his vehicle used the EDSA busway. He also clarified that they did not use their position to try to evade the penalty.

He also said they have already paid the fines and will undergo the necessary seminars as part of the penalty.

“Nais ko lamang pong linawin na WALANG naganap na pagbanggit o paggamit ng pangalan ng sinumang nasa posisyon. WALA rin pong nangyaring anumang pang-aabuso sa awtoridad para makalusot o mapawalang-sala sa insidenteng ito. Sa halip, tinanggap po namin ang tiket at ang aming pagkakamali nang walang pag-aalinlangan,” he explained.

(I just want to clarify that there was no mention or use of the names of anyone holding office. There was also no abuse of authority to evade the penalty. Instead, we accepted the ticket and our mistake without any questions.)

He also promised to do everything to avoid a similar incident in the future.

“Muli, taos-puso po akong humihingi ng inyong paumanhin at pang-unawa. Nangangako po akong gagawin ko ang lahat ng hakbang upang maiwasan ang ganitong uri ng pagkakamali sa
hinaharap,” Tulfo said.

Operatives from the Special Action and Intelligence Committee for Transportation (SAICT) have apprehended Tulfo’s driver for using the EDSA Carousel.

His vehicle was first seen using the EDSA busway on Sept. 26, 2024, and again last Jan. 23, 2025 - allegedly violating Republic Act 4136, also known as the Land Transportation and Traffic Code. 

Sen. Tulfo earlier admitted that a vehicle carrying his son was caught using the EDSA busway, adding that he has already reprimanded the latter.

The Metro Manila Development Authority (MMDA) previously said that passing through the Busway is only allowed for authorized buses, emergency vehicles, the President, Vice President, Senate President, Speaker of the House of Representatives, and Supreme Court Chief Justice.
