MANILA – Former Chief Justice Maria Lourdes Sereno on Tuesday said she was “studying” moves to file for a temporary restraining order against the implementation of the comprehensive sexuality education (CSE) to Filipino learners. 

Sereno described the CSE – being implemented by the Department of Education (DepEd) under its order no. 31 series of 2018 – as unconstitutional. 

“Because of the order, tinuturo na talaga (CSE)," she said in a press conference in Quezon City.

“May mga organisasyon na nagsabing tutulong sila sa TRO pero nagbago na ang scenaryo noong nagsalita si Presidente. The secretary of education is under the control of the President so may aksyon kaming iniintay sa ganyang direksyon. 'Yan ang magde-decide kung gagalaw kami,” she added.

Project Dalisay, where she is a proponent, wanted to protect the innocence of the Filipino children and just sought to strengthen families.

The former chief justice also said they were looking for alternatives on the bill through risk avoidance with the guidance of experts and local studies instead of the guidelines released by UNESCO and the World Health Organization. 

“Let us look for a curriculum design out there in the world… We are very concerned about the lack of wholeness in the present approach of CSE because of the mental and spiritual well-being ng mga bata ay nasisira sa CSE. Yung early sexualization nila is evident,” she said. 

“Please search for real solutions. This will create problems that we will endure for generations to come. Tinuturuan sila ng identity crisis,” she said. 

Education Secretary Sonny Angara on Monday said he would review the implementation of the CSE.

Sen. Risa Hontiveros, chair of one of the committees that prepared Senate Bill No. 1979, said that childhood masturbation was not part of the proposed legislation.

Hontiveros earlier said critics of the bill were making false claims. 

A child rights group, meanwhile, urged President Ferdinand Marcos, Jr. not to veto a bill meant to prevent teen pregnancies, saying he should read it carefully instead.
