MANILA — Kabataan Party List Rep. Raoul Manuel has denied recruiting for the Communist Party of the Philippines-New People's Army, contrary to claims by a supposed former rebel before the Senate Committee on Public Order and Dangerous Drugs.

Manuel rejected the invitation of the Senate panel, saying he will not dignify alleged efforts to red-tag him.

“Sa former representative ng Kabataan Party List, ganoon ‘yung allegation. Ngayon, ganoon na naman… Parang boring na teleserye ‘yung ating natutunghayaan sa Senado. Nagsabi na ang Supreme Court na banta sa buhay naming mga kabataan ang red tagging pero ngayon ginagamit pa ang Senado ang posisyon sa Senado ang rekurso ng bayan para sa isang red-tagging hearing. Hindi natin gustong i-dignify pa ‘yung red-tagging kaya hindi tayo dadalo doon,” the lawmaker said.

“Hindi totoo na nagre-recruit tayo para sa ganoong mga organizations. Kung may mga sumasali doon, individual choice po nila ‘yun. ‘Yun ‘yung nakita nilang avenue para sa talino nila at hinanakit nila doon sa mga problema ng bayan. Kung nagre-recruit po tayo, nagre-recruit po tayo talaga para sa Kabataan Party List, para maging volunteers, interns at members po natin,” Manuel added.

A former rebel, Kate Raca, told a Senate panel on Tuesday that Manuel allegedly recruited members into the CPP-NPA as a Student Regent of the University of the Philippines System.

"2017 is magkasama kaming nagre-recruit sa UP. Siya as student regent, tapos ako as Alay Singing UP Diliman," she claimed.

"Outgoing student regent si Raoul Manuel ng UP Diliman ng buong UP System and I think ‘yung plano ng partido sa kaniya before is bumalik siya sa Visayas, pero ‘di ‘yun natuloy kasi nag-Kabataan Party List po siya," Raca alleged.

Ida Marie Montero also told the Senate panel that in 2017, before joining the House of Representatives, Manuel spent a week in their camp.

"Ang purpose po kaya pumunta po sila sa amin para magrevolutionary integration saka papel namin po na kailangan po namin sila kumbinsehin para magfull time NPA," Montero explained, "Tapos di po siya nakumbinse ng mga kasama namin nung araw na aalis na siya nagtry po ako na iconvince siya baka madali kasi po ako yung secretary."

"Umiyak po siya di ko makalimutan na umiyak po siya kasi sabi niya sa'kin niya po na naiintindihan niya po ang sitwasyon at alam daw niya ang pangangailangan pero sa sarili niya di pa daw siya ready na mag NPA kaya tutulong na lang siya sa ibang gawain," Montero said. "Noong umalis po siya sa amin may naka-assign na daw po na task niya maging parang Bayan Negros."

Manuel instead called on Senate Committee on Public Order and Dangerous Drugs Chairperson Sen. Ronald dela Rosa to face the House of Representatives and the International Criminal Court and explain the alleged extrajudicial killings during his stint as Philippine National Police Chief.

“Gusto natin i-remind ang former PNP chief, Senator Bato de la Rosa. Mayroon siyang standing invitation dito sa House. Kung totoo, di ba, na mayroon siyang pakialam sa mga kabataan, dapat antagal na niyang hinarap ‘yung pamilya ng mga biktima ng Oplan Tokhang na siya mismo yung pumirma noon. Kaya dapat lamang huwag siyang mag-aksaya ng oras, maghanda siyang humarap dito sa kamara at maging sa ICC,” Manuel said.
