Sen. Raffy Tulfo on Thursday said he wanted a processing center established for passengers of chartered and private flights, pointing out that these VIPs, as well as their luggage, do not undergo the regular screening process.

Tulfo said these flights are being abused by wealthy criminals, fugitives, and blacklisted individuals who come in and out of the country, adding that suspended Bamban, Tarlac Mayor Alice Guo may have already escaped the country through such scheme.

“Kung mga taong lalabas ng bansa natin using chartered planes gusto ko dumaan sila sa butas ng karayom kasi dyan nakakatakas po ang mga fugitives. How do we know [Alice Guo] nakatakas na, I think I’ve heard nakatakas siya using that system,” Tulfo said.

The  Bureau of Customs confirmed that no X-ray check is being done on luggage of chartered flights.

“Akalain mo itong mga chartered airlines sakay itong mga passengers kung saang bansa, nakakalibre sila, hindi sila naiinspeksyon,” Tulfo said.

MIAA General Manager Eric Castro Ines assured a review will be done and that the matter has been mentioned to the security group of the new concessionaire led by San Miguel Corporation that is set to come in by September 2024.

Castro said the VIP system is being used mostly by those government, but Tulfo said that government officials should not exempted and be subjected to the regular screening process.
