LTFRB says to continue PTMP implementation

MANILA — The Land Transportation Franchising and Regulatory Board (LTFRB) said on Thursday it would continue implementing the Public Transport Modernization Program (PTMP) despite a Senate resolution seeking the suspension of the program.

LTFRB chairman Atty. Teofilo Guadiz III told ABS-CBN News the agency was saddened by the decision of the Senate to stop the implementation of the program but without instructions from President Ferdinand Marcos Jr., the program will continue as planned.

“Hindi po binding yung resolutions na yan whether it's by the House of by the Senate….hindi po yan batas, kundi yan po ay parang guidance lang samin kung ano ang kanilang saloobin nila sa modernization program…rom Secretary Bautista po, iisa lang ang kanyang instruction samin, ituloy po ang programang ito,” said Guadiz.

He said transport cooperatives that joined the public utility jeepney consolidation will conduct a “Unity Walk” on Monday in support of the government’s modernization program.

“It’s a unity walk po from the people who believe in the government program. Hindi lang ho ito mga tsuper at operator. Ang bilin ko sa mga operator is huwag hong tumigil sa daan, ituloy ang pagbiyahe, siguraduhin na lahat ng pasahero meron masasakyan,” he said.

Pasang Masda presideng Roberto Martin, meanwhile, has yet to confirm if they will join the “Unity Walk” but said, suspending the implementation of the modernization program is not the solution.

“Suspension is not the answer, ang solusyon, kung may mga butas na nakikita sila, yun ang dapat ayusin - pero isuspinde ang PUVMP, hindi kami makapapayag,” Martin told ABS-CBN News.

Earlier this week, Martin, who is one of the transport leaders belong to the so called Magnificent 7, threatened that his group will stage a transport strike if the Senate issues a resolution against PTMP.

According to Guadiz, unity walk participants will proceed to Mendiola near Malacañan Palace to let President Marcos Jr., hear their voices supporting the modernization program.

Meanwhile, transport group Manibela announced on Thursday that it will offer free jeepney rides to passengers on Monday, to support the Senate resolution.

Mar Valbuena, chairman of Manibela, urged the House of Representatives to issue its counterpart resolution to also call for the suspension of the PTMP.

“Tayo po ay maglilibreng sakay, at kinabukasan tayo ay magka-caravan bilang suporta sa Senate resolution at panawagan sa Kongreso na magpasa ng resolusyon,” Valbuena said in a press conference in Manila.

But according to LTFRB, unconsolidated PUJs will still have a problem if they will push through with their plan to give free rides. 

“Unang-una po ang Manibela po hindi na puwedeng bumiyahe dahil sila po ay colorum na. ‘Pag sila po ay bumiyahe malamang po baka po sila mahuli. Wala pong transport strike ang mga kooperatiba, this is just a unity walk bilang pagbigay ng suporta kay Pangulong Marcos at sa programa ng gobyerno,” Guadiz said.

According to Valbuena an estimated 8,000 units of unconsolidated PUJs are not able to register before the Land Transportation Office (LTO).

“Yung mga nasa middle groud na kagaya namin, hindi kami makarehistro ngayon yung ending 5,6, and 7…sumatutal umaabot na ito sa 8,000 na sasakyan na traditional jeepney at UV Express ang hindi po makarehistro at kung nagbibiyahe man ay patago dahil siyempre gusto ring mabuhay ang pamilya nitong mga pobreng driver at operators na ‘to,” Valbuena said.
