<p style="margin-bottom:0px;line-height:normal">MANILA — The Philippine Coast Guard has deployed rescue teams to parts of Metro Manila to help rescue people trapped by flooding caused by the southwest monsoon and Typhoon Carina.</p><div style="margin-bottom:0px;line-height:normal;min-height:15px"><br/></div><p style="margin-bottom:0px;line-height:normal">Speaking on Teleradyo Serbisyo, Rear Adm.
