PAGASA tells Northern Luzon communities prone to landslides, floods to stay alert as Julian dumps rain

MANILA — State weather bureau PAGASA is advising residents in landslide and flood prone communities in Northern and Central Luzon to remain alert as tropical cyclone Julian continues to dump heavy rain in the northern portions of the country.

In a press conference Monday, PAGASA weather forecaster Veronica Torres said these include the Cordillera Administrative Region, Ilocos Region, Cagayan Valley, and Central Luzon.

As of 2 p.m., provinces in these regions are forecast to receive anywhere between moderate to torrential rainfall today until the afternoon of October 1.

The number of areas experiencing intense rainfall will decrease by October 2. By Wednesday to Thursday, the agency forecasts moderate to heavy rains only in Batanes and Babuyan Islands.

Julian, which is also forecast to become a super typhoon within the day, is expected to exit the Philippine Area of Responsibility by Thursday.

SOME DAMS RELEASING WATER

Three dams are currently releasing water to prevent reaching normal high water levels: Ambuklao, Binga and Magat.

Sonia Serrano of the PAGASA Hydrometeorology Division said while the amount of water released by the Ambuklao and Binga dams are relatively small — 129.31 and 191.03 cubic meters per second, respectively — some barangays downstream may still be affected.

“Pwedeng maapektuhan yung Barangay Ambuklao sa Ambuklao Dam ‘pag nag-release pero kaya naman ng kapasidad ng river. Sa Binga Dam naman, pwede rin maapektuhan ang Barangay Tinumdan at Dulupirip pag nag-release ang Binga. Pero sa ngayon maliit lang naman ang nire-release ng Binga Dam,” she said.

(Barangay Ambuklao near the Ambuklao Dam may be affected. But the river can still has the capacity for additional water volume. Near the Binga Dam, Barangay Tinumdan and Dulupirip can also be affected by its release of water. But right now, the amount water being released by the dam is still low.)

Meanwhile, San Roque Dam which serves as a catchment area for water being released by the Ambuklao and Binga dams remains to have a water level of 273.64 meters or around six meters below its normal high level.

All major dams being monitored by PAGASA currently have water levels below normal high, except for Caliraya Dam in Laguna, which water level is currently 287.49 meters.
