MANILA — The Land Transportation Office said Monday that covering the plate of a motorcycle is a criminal offense and warned that violators could face hefty fines and jail time.

Some motorists used paper plates, packing tape, and even leaves to conceal their plates to evade possible violations under the no-contact apprehension policy (NCAP).

Greg Pua Jr., LTO executive director, said that covering the plates of motorcycles is a violation of Section 12 of the Motorcycle Crime Prevention Act and is thereby a criminal offense.

Covering plates is punishable with a fine of up to P10,000 and imprisonment of up to 2 years.

Once cameras detect covered plates, it will be communicated to enforcers on the ground so that the violators will be flagged, the Metropolitan Manila Development Authority said.

"Walang exemption dito, nasa paliwanag 'yan kung ano ang depensa, nasa pagpapaliwanag 'yan. Lahat naman ng inisyuhan ng show cause ay may due process," Pua said.

(There is no exemption. It depends on their explanation. Everyone issued a show-cause [order] undergoes due process.)

The MMDA has monitored more than 50 motorists covering their plate numbers to skirt NCAP sanctions.

MMDA Head of Special Operations Group Gabriel Go added that around 90 percent of the violators were motorcycles.

The LTO will be issuing show-cause orders against the violators.


NCAP STAYS DESPITE PAUSE OF EDSA REBUILD

Go also stressed that they will continue implementing the NCAP despite the suspension of the EDSA rehabilitation, noting that the return of the policy on areas under the jurisdiction of the MMDA is an order from the Supreme Court.

He added that there is no reason to discontinue NCAP's implementation and stressed that the policy is also about public safety. 

He noted a more orderly traffic after one week of its implementation.

Data last week showed MMDA recorded fewer violations, but top violations still included disregarding traffic signs and illegal parking and obstruction.
