MMDA meets with motorcycle riders; eyes splitting bicycle lanes

MANILA — The Metropolitan Manila Development Authority (MMDA) conducted a dialogue on Friday with various motorcycle riders organizations to iron out issues regarding the effects of the reimplementation of the No Contact Apprehension Policy (NCAP).

Victor Nuñez, head of MMDA’s Traffic Discipline Office, presented a study conducted by its Engineering Department that showed motorists' violations it recorded under the implementation of NCAP. 

Nuñez said from 2019 to April 2025, there was a significant increase in traffic violations along Commonwealth Avenue in Quezon City when NCAP implementation was suspended in 2022.

In 2023, Nuñez said the MMDA recorded 391,117 traffic violations. It dropped to 296,333 in 2024, and in April 2025, it went down to 40,230 violations.

“Kahit po kasi naka-TRO, suspended ang NCAP, patuloy pong mino-monitor ng MMDA ang mga violators, nire-record namin, hindi lang namin ito matitiketan,” Nuñez said. 

“Makikita po dito that from August 2022, ang traffic violations increased by 241 percent nung 2023… Simula nung nalaman ng tao na ang MMDA ay hindi na puwedeng mag-implement ng NCAP, talagang ang tindi ng tinaas ng mga violators kasi alam nilang hindi sila matitiketan, hindi mapapadalhan ng notice of violation,” according to Nuñez 

As a result, Nuñez said road crash incidents also increased and most of the victims were motorcycle riders.

FASTER TRAVEL?

One of the benefits of NCAP implementation, Nuñez said, is "safe and faster travel time."

“Simula noong February 5, 2025, noong walang NCAP ang average travel speed is 32.14kph but during May kung saan nagkaroon na ng partial lifting at na-implement na ulit ang NCAP, makikita natin na nag-increase siya from 23 kph to 27.38 kph, 18 percent ang increase ng travel speed," he said.

The dialogue was attended by representatives from different ride hailing companies including Angkas, Joy Ride, and other motorcycle advocacy groups.

Jobert Bolanos of Motorcycle Rights Organization (MRO) has a different report regarding NCAP.

Bolanos said MRO conducted a survey and the result showed that majority of its respondents said NCAP implementation needs more improvement.

“We have generated over 3,000 respondents and a whopping 92 percent said nadagdagan sila ng more than 60 minutes travel time during rush hour, naging mas delikado para sa kanila yung motorcycle lane because of siksikan, ginawang sardinas,” Bolanos explained, citing the return of NCAP.

According to Bolanos, the government must address the policies and the safety risks and impact to travel time to motorists.

The MMDA is also open to the idea of requiring traffic violators to do community service instead of paying the penalties.

“Tulad ng penalties, pinag-iisipan na po namin….i-commensurate, nag-iisip na kami ng paraan na linisin yung mga waterways, baka pwedeng tapatan na lang ng community service, para instead na maglaan ng oras sa paghahanap-buhay…mag-community service kayo,” MMDA chairman Romando Artes said in a press conference.

Artes clarified that these are possible options but are not yet final and are still being discussed.

EXPANDED LANE

Artes said one of the proposals is to extend the motorcycle lane. 

“Dahil hindi po talaga puwdeng alisin ang penalty, iyan po ang preventive, yan ang mag-instill ng disiplina,” Artes added.

The MMDA also plans to have a dialogue with bicycle riders organizations, the Quezon City LGU, and the Department of Transportation (DOTr).
