Bulacan gov't urges NIA to replace all Bustos Dam rubber gates

MANILA -- The provincial government of Bulacan is calling on the National Irrigation Administration (NIA), which manages the Bustos Dam, to replace all of the dam's rubber gates.

This comes after rubber gate number 3 was damaged on May 1 due to extreme heat. The dam has six rubber gates, and according to Bulacan Governor Daniel Fernando, they fear that the remaining five could also be compromised.

"'Yun lang panawagan ko sa NIA. Delikado kasi 'yang mga 'yan, eh. Nakabingit diyan yung milyon-milyong Bulakenyos diyan 'pag nagkataong pumutok lahat 'yan. Kailangan maaksyunan kaagad ito hindi pupuwedeng patagalin pa," Fernando said.

He added that when rubber gate number 5 was damaged in 2020, it was found that the materials used were substandard.

"Nireklamo natin, sabi ko pa-inspect 'yan. Ipa-test 'yung materials. Eh di pina-test ng NIA, pinadala sa Australia. Napatunayan na substandard 'yung materials. According sa aking investigation, mura lang pala ang bili dun. Mura lang pala ang materyales nun, sabi ko palitan na 'yan," Fernando said.

Fernando also pointed out that the dam’s water level has dropped from the usual 17 meters to 15 meters, which can affect their crops.

"Ang maintaining balance niyan is 17 to sustain the crops ng Bulacan, 'yung mga tanim-tanim namin, mga palay. Medyo hindi mabibigyan ng tubig ang mga tanim natin. Ang gagawin nila ngayon, ng ating NIA is magbibigay sila ng emergency ng mga shallot tube well sa ating mga bukirin," he added.

Although authorities say there is no cause for alarm, the province is already preparing evacuation centers.

In a Facebook Live on May 2, Bustos Mayor Francis Albert Juan reminded residents—especially those living along the riverbanks—to stay alert and move to higher ground, particularly those in barangays Tanawan, San Pedro, Poblacion, Talampas, and Cambaog.

"Siyempre, may mga mangingisda at 'di maiwasan na may naliligo, gayun din 'yung mga residente sa tabing-ilog ay pinaaalahanan natin na maging alerto at maaari ay tumaas-taas muna sa mataas na lugar dahil hindi po natin alam 'yung biglaang bugso ng tubig," Juan said.

According to the NIA Regional Office, their central office already conducted an inspection on Friday where results and recommendations are expected next week.
