Time to pass anti-road rage bill, says lawmaker

MANILA —  A lawmaker is pushing for the urgent passage of an anti-road rage bill following the recent incident in Antipolo City, which resulted in one death and three wounded.

San Jose Del Monte Rep. Rida Robes, who filed House Bill No. 1511, said at least five bills on road rage have been filed in the House of Representatives.

These bills have been consolidated and will hopefully be passed before the end of the 19th Congress, Robes said.

"Meron na po tayong substitute bill. So we're just waiting for the committee report na mailabas at mapag-aralan kasi pinag-aaralan 'yun ng legislation…. Pinag-aaralan 'yan bago ilabas sa aming committee. Consider it done, meron na ito eh. Wala na tayong problema may substitute bill na," she said in an online interview. 

The substitute bill defines road rage as "the aggressive, hostile or violent behavior in traffic or on the road by a motorist or a road user."

"Una, pagpigil. Siyempre yung mahigpit na parusa ay of course maaaring makabawas sa mga insidente na maagresibong nagmamaneho. Ang daming ngayon, walang pasensya. Of course, pagsulong din ng disiplina sa kalsada," she explained.

"Ito ay naco-cover ang behavior ng isang nagmamaneho. At siyempre, yung hamon sa pagpapatupad ng ating mga traffic enforcers na hindi pa pwedeng lagayan system…. At siyempre, hindi dapat pwedeng doon lang sa traffic enforcers or any implementing body or agency. Dapat kasama rin dito yung biktima ng road rage," Robes added.

Prohibited acts under the substitute bill include:

  • • Wild gesturing at the other motorist or road user or the latter's passenger
  • • Cursing or using bad language or any form of verbal insults at the other motorist or road user or the latter's passenger
  • • Any physical attack, any threat or intimidation or any of use of force at the other motorist or road user or the latter's passenger

The bill filed by Robes included penalties of at least six months imprisonment and/or a fine of not less than P250,000 for any person who engages in road rage.

The driver's license of the offender shall be revoked and shall not be eligible for renewal for the next five years following the incident.

 "Pag walang ganitong specific na batas, hahanapan nila. Criminal charge, frustrated murder, yung mga ganyan. Pero, pag meron anti-road rage bill, eh, palagay ko, very specific yung aking sinusulong na ito eh. May sagot talaga doon sa problema mangyayari sa kalsada. Hindi na siya ordinaryong banggaan, hindi lang ikaw ay nakainom," she said.

"Basta ikaw ay nagkaroon ng very aggressive at hostile or violent behavior. Lalo na pag nakapatay ka o nakabaril ka, eh itong anti-rage bill na ito ay makakasagot talaga para maparusahan ang dapat parusahan at mabigyan ng katarungan ang biktima."

The substitute bill seeks the establishment of a dedicated unit in the Department of Justice (DOJ) to handle road rage cases and victim and witness protection program; as well as the creation of an anger management program under the Land Transportation Office (LTO). 

The lawmaker said she will ask President Ferdinand Marcos Jr. and Senate President Francis Escudero on the urgent passing of the bill.

The lawmaker said a motu propio investigation on recent road rage incidents is possible to shed more light on the pressing issue.

"Ako gusto ko ito kasi gustong gusto namin talaga maipasang batas na ito eh. So, this will actually support our clamor as a mambabatas, isang representante na talagang miyembro din naman, kahit miyembro ako ng kapulungan, pero miyembro ako ng common tao. Ayaw ko ng may nasasaktan, ayoko ng may namamatay. Ayoko ng may naghahabulan sa kalsada dahil sa init ng ulo," she said.

Robes said she is "very confident" the bill will be passed in the lower house before the end of 19th Congress.

"So pagbalik namin, I think, dapat talaga ilatag na ito sa rules para maibaba sa plenaryo at magkaroon na ng first reading, second reading at maipasa," she said. 

Passing the bill in the 19th Congress may be a challenge as session is set to resume on June 2 before the sine die adjournment on June 13,2025.
