Palace eases restrictions on PH government officials traveling to Taiwan

MANILA — Philippine government officials can now travel to Taiwan for economic, trade, and investment purposes as long as they observe strict protocols and limitations.

Malacañang has issued Memorandum Circular No. 82, which eases decades-old restrictions on Philippine government officials to travel to Taiwan and have contact with representatives of Taiwan, to be able to “further maximize opportunities for the development and expansion of the Philippines' priority areas of investments.”

 The document, signed by Executive Secretary Lucas Bersamin last April 19, noted that restrictions on travel to Taiwan and contact with representatives of Taiwan shall strictly apply to the President, Vice President, Secretary of Foreign Affairs, and Secretary of National Defense.

 However, “Philippine government officials intending to visit Taiwan for economic, trade and investment purposes,” may be able to do so “using their ordinary passports and without using their official titles.”

They are also required to submit to the Manila Economic and Cultural Office, Inc. (MECO) and DFA a report on their travel.

 Meanwhile, Philippine government officials and/or agencies, through MECO, may also receive delegations from Taiwan for economic, trade and investment purposes. 

“In this regard, Philippine government officials and/or agencies shall inform MECO at least five (5) days prior to the visit and shall submit a report to MECO and DFA regarding such a visit,” the Memorandum Circular read.

 The order also stated that “no agreements, memoranda of understanding, exchange of notes or similar documents shall be concluded with any Taiwanese organization or agency without clearance from the DFA and, as may be necessary, an authority to sign from the Office of the President.”

 Executive Order (EO) No. 313 signed by former President Corazon Aquino in 1987 prohibited officials of the Philippine government to engage in official activities related to Taiwan, in adherence to the One-China Policy which recognizes Taiwan as a province of China.
