Three suspects in Anson Que kidnap-slay now under custody: PNP

MANILA (UPDATE) — The Philippine National Police Anti- Kidnapping Group (PNP-AKG) has filed charges against 3 suspects involved in the kidnapping and killing of Anson Que and his driver, Armanie Pabillo.

Que, also known as Anson Tan, and Pabillo were first reported missing last March 29, after leaving Que's office in Valenzuela.

A ransom money of $20 million was demanded by the kidnappers, and the family of Que paid, in multiple tranches, P200 million in crypto currency.

The bodies of Que and Pabillo were eventually discovered in Rodriguez, Rizal last April 9.

PNP spokesperson Police Brigadier General Jean Fajardo said in a press briefing that authorities first implemented a search warrant in a house in Meycauayan, Bulacan where Que and Pabillo were reportedly held and killed.

"The family of Anson Tan received a message demanding $20 million as ransom money... We discovered that this crime had been planned months in advance, starting January of this year. The suspects used a Chinese female contact to lure the businessman [in Bulacan] and the meeting initially planned last March 28, but was carried out a day after," Fajardo said.

"Natunton po natin yung bahay po na yun, nung sinundan po natin yung mga cctv footage. Iba sa mga nakuha po nating cctv, around march 29. Si [suspect] na po ang nagda-drive ng Lexus," she added.

Backtracking of CCTV footage in the area resulted to the identification of two Filipino suspects who allegedly killed and kidnapped the victims.

Authorities recovered some of the victims' belongings inside the said house, together with other items like rope, handcuffs, duct tape, and other items believed to be used in killing the victims.

A follow up operation resulted in the arrest of the two Filipino suspects in Bgy. IV in Roxas Palawan, at around 3:30 am, April 18. The third suspect, who is a Chinese national, surrendered to authorities on Saturday morning.

Initial investigation revealed that the Chinese suspect was previously arrested for Kidnapping in Angeles City last November 2009. He is also linked to five other kidnapping cases in other areas in Metro Manila in 2022 and 2024. 

The two Filipino suspects served as assistant and driver to the detained Chinese.

"Sa pagkakahuli po kay [suspect], mayroon pa po tayong lima pang kidnapping case na maso-solve po dahil involved din po si [suspect] doon sa mga insidente po na yan na kung saan, isa sa mga ginamit po niya ay yung Ford Everest po na ginamit sa pagtapon ng bangkay nila Ginoong Anson tan at Ginoong Pabillo. Yung isa pong sasakyan din diyan sa Bulacan ay isa rin po sa ginamit niya sa lima pa pong kidnapping case," Fajardo said.

Fajardo said that the suspects have undergone inquest proceedings and are facing two counts of kidnapping for ransom with homicide.

When asked if the incident was POGO-related, Fajardo said, "May tinitingnan po kaming anggulo na posibleng POGO-related ito, pero maliban pa po doon ay meron pa po kaming isa pa pong anggulo na we have very solid lead na tinitingnan. Na hindi lamang po kidnapping for ransom ang pakay ng grupo na ito noong kuhanin po nila si Anson Tan."

A follow-up operation is still ongoing for the two other Chinese nationals who are said to be the masterminds behind the kidnapping.

"Maliban po kay [Chinese suspect] ay may dalawa pa pong Chinese national na kasama sa lugar na pinuntahan po ng ating mga biktima," Fajardo said.

In a statement, the family of the slain businessman thanked law enforcers for the arrest of the suspects.

"The family of the deceased... would like to express its heartfelt gratitude and appreciation to President Ferdinand Romualdez Marcos Jr.... and to all men and women of the police force who tirelessly made their best efforts to arrest the perpetrators in the abduction and murder of Anson Tan or Anson Que," the family's lawyer said.
