MANILA – The Department of Justice has filed a qualified human trafficking case before the Pasig Regional Trial Court against dismissed Bamban mayor Alice Guo in connection with her alleged involvement in illegal Philippine Offshore Gaming Operators. 

The case was filed before the Pasig RTC on Tuesday. 

Other respondents included Huang Zhiyang, Rachelle Joan Malonzo Carreon, Zhang Ruijin, Baoying Lin and Yu Zheng Can. 

The filing before the Pasig City RTC comes after the transfer of the cases involving Guo and others in connection with illegal POGOs to Pasig City and Valenzuela City as ordered by the Supreme Court. 

In the original complaint filed by the Presidential Anti-Organized Crime Commission and the Philippine National Police, Guo was accused of involvement in the lessor company dealing with the POGO in Bamban.

Presidential Anti-Organized Crime Commission spokesperson Dr. Winston Casio said he was looking forward to the arrest warrant to be issued by the Pasig RTC against Guo and others.

Qualified human trafficking is a non-bailable offense. 

“We just have to wait for the raffle kaninong specific branch sa Pasig didinggin yon at syempre ang pinakahihintay ng lahat ang paglabas ng warrant of arrest,” Casio said.

Casio also noted that a regular meeting with other officials discussed labor and immigration issues related to the December 31 deadline for illegal POGOs to close down. 

“Syempre mga labor issues, doon tayo nagtatagal sa mga labor issues na tinatawag yung mga immigration issues, we are trying to iron out all the specific details in relation to immigration and labor, hopefully sa next meeting namin ayos na lahat,” Casio said.

Meanwhile, he DOJ said it hoped the arrest warrant against Guo could be released as soon as possible, given that she could post bail for the graft case in Capas.

“Of course it will be in our favor na hindi siya makawala so we do hope na these warrants of arrest are issued in such a timely manner para wala na pong interregnum or interruption sa custody ni former mayor Alice Guo,” DOJ Assistant Secretary Mico Clavano said.

Guo has denied involvement in the Chinese-run online gambling center where hundreds of people were forced to run scams or risk torture.

She was arrested in Indonesia in late August after having been on the run.    

Guo also faces charges of graft and money laundering in relation to the scam-farm raid in Bamban.
