A United Nations expert called on Malacañang to lift a set of conditions on her planned visit to investigate alleged extrajudicial killings related to the Philippines war on drugs.

The UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions Agnes Callamard said the pre-conditions violate their code of conduct and procedures.

“I deeply regret the Government’s position and urge the authorities to reconsider their demands. I have suggested an alternative in response to their proposals, which comply with the Human Rights Council’s code of conduct governing country visits by Special Rapporteurs,” Callamard said in a press statement.

Malacañang wants the special rapporteur to agree to a public debate with President Rodrigo Duterte, an opportunity for Duterte to pose his own questions and for Callamard to take an oath before answering questions from government officials and the President.

“The conditions imposed by the Government of the Philippines could contravene both the spirit and the letter of the code of conduct and are not in line with the working methods of Special Procedures,” she said.

Over 2,236 drug suspects have been killed since Duterte won the elections in May, based on monitoring by the ABS-CBN Investigative and Research Group.

A total of 1,287 people were killed in police operations and 788 killed by unidentified assailants from May 10 to October 28. With ANC
