MANILA (UPDATE) - Tropical depression Carina will dump moderate to heavy rains over parts of Luzon on Monday as it made its way northwest, the state weather bureau said.

The third storm of 2020, Carina, was 165 kilometers east of Aparri, Cagayan at 4 p.m., bringing 45-kph maximum winds and 55 kph gusts, said PAGASA in its 5 p.m. bulletin.

Carina will bring scattered to widespread moderate to heavy rains over Cagayan including Babuyan Islands, Isabela, Apayao, Abra, Kalinga, and Ilocos Norte, PAGASA said.
