MANILA (UPDATE) - Tropical depression Carina will dump moderate to heavy rains over parts of Luzon on Monday as it made its way northwest, the state weather bureau said.

The third storm of 2020, Carina, was 165 kilometers east of Aparri, Cagayan at 4 p.m., bringing 45-kph maximum winds and 55 kph gusts, said PAGASA in its 5 p.m. bulletin.

Signal number 1, where wind speeds of 30 to 60 kph may be experienced from Monday afternoon, remains hoisted over:

• Batanes
• Babuyan islands
• Northeastern Cagayan (Santa Ana, Gonzaga, Santa Teresita, Buguey, Camalaniugan, Aparri, Lal-lo, Gattaran, and Baggao)

Carina will bring scattered to widespread moderate to heavy rains over Cagayan including Babuyan Islands, Isabela, Apayao, Abra, Kalinga, and Ilocos Norte, PAGASA said.

Central Luzon and the rest of Northern Luzon may experience scattered light to moderate with at times heavy rains.

Residents in these areas are warned against possible floods or landslides during heavy or prolonged rainfall.

Moving northwest, Carina is expected to weaken into a low pressure area when it nears Batanes Wednesday.

PAGASA also said a landfall scenario over the area of Babuyan Islands and Batanes is possible.

Carina crept closer to the Philippines as the country struggled to contain the novel coronavirus disease, cases of which breached the 57,000-mark on Monday.

Two earlier storms this year drove tens of thousands into evacuation centers while practicing physical distancing measures as local governments struggled with resources already depleted by the pandemic.
