MANILA - President Rodrigo Duterte skipped Monday's flag-raising ceremony at the Office of President.

Presidential spokesperson Ernesto Abella said he sees no issue, saying that while the President is not too keen on ceremony, he can be expected where "action" is needed.

"Knowing his values, I don't think it needs to be an issue because we know his priorities and his priorities are really to act, to act in such a way that the common good, the well-being of the people will be addressed," Abella told reporters.

"Just to give you an insight into him, personal note. When I thanked him for saving me from being kidnapped, he said, 'Wala 'yun. Trabaho lang 'yun.' So… he does not stand for ceremony. But when you need action, he will be there."

Executive Secretary Salvador Medialdea represented Duterte in the flag-raising where he rallied OP employees behind the new administration. He asked them for their support, assuring them that the new President is "a good person."

"The thrust of President Duterte's administration is peace and order; fight against corruption; good governance; fight against illegal drugs; and the upliftment of those who have less in life and in law. To help him achieve this, he needs the support of everyone, especially you in the Office of the President," Medialdea said.

"I, therefore, request all of you to extend that solid support, regardless of your personal opinions and preferences. He is a good person. This forward-looking administration is committed to keep on support those employees who have performed with competency, efficiency, dedication and integrity, whether permanent or co-terminus."

Duterte is expected to meet again with his cabinet Monday afternoon.
