Poe takes swipe at Duterte: Killing not the solution

SURIGAO DEL NORTE - Senator Grace Poe took a swipe at her opponent, Davao City Mayor Rodrigo Duterte, on the latter's heavy-handed approach to solving crimes, after the neophyte senator lost her grip at the top in the latest pre-election surveys.

While talking to local leaders in this Mindanao province, Poe addressed the issue of crime and illegal drugs in the country, considered the cornerstone of Duterte's campaign.

Poe said while fighting crimes is important, this must still be done in a responsible manner.

"Peace and order is very important. Some people doubt my capability because I'm a woman. On the other hand, women are inherently strong, we're just not boastful. We're just not impulsive," Poe said.

"Hindi lang po patayan ang solusyon palagi. Hindi tayo magtitiis nang matagal. Ang kailangan lang ay organisado. Ang kailangan lang ay makatarungan, sapagkat kung nagkamali tayo sa ating desisyon at may naapektuhang isang inosente, hindi na po matatapos ang gulo."

Duterte earlier vowed that if he wins, he will step down from the presidency if he fails to solve criminality in 3-6 months.

Critics have accused Duterte of violating human rights in the name of maintaining peace and order in Davao City. They also note that Duterte's supposed iron-fist governance did not prevent Davao City from landing on the fourth spot in the list of cities with the most number index crimes from 2010 to 2015.

REWARDS SYSTEM

Poe vowed to make sure that if she wins, she'll install an "incorruptible" Philippine National Police chief.

"If there are any members of our police who will abuse their powers, I will make sure that they do not remain in their post for another day," Poe said.

She added that she will also push for a rewards system wherein barangays that have zero crime rate and are clean of illegal drugs will be rewarded. She said the reward money shall be taken from the President's intelligence fund.

"I will make sure that if your barangay remains drug-free and crime-free, meron po kayong reward sa gitna ng taon at sa dulo ng taon. At sa mga kababayan naman natin na magsusumbong kung sino ang mga nagtutulak ng droga, sa intelligence fund din, hindi ako magdadalawang-isip na magbigay ng ilang milyon para lamang makulong lahat ng 'yan," she said.

Poe has only recently added her proposed solutions to crime and illegal drugs in her campaign speeches.

She said tackling poverty, being the root cause of crimes, is important in solving the country's peace and order problem.

Poe, previously the frontrunner, has been surpassed by Duterte in the latest pre-election surveys of major pollsters Pulse Asia and Social Weather Stations.
