MANILA — The Philippine Health Insurance Corp (PhilHealth) on Tuesday said it is “fully supporting” calls to bring down members’ contributions to the fund, noting that the agency is already studying the proposal.

Proposals to reduce the mandatory contribution of PhilHealth members were raised after congressional hearings found that it has around P500 billion in reserve funds.

“We are fully supporting the decrease of bringing down the contribution. One hundred percent kami behind that PhilHealth,” said PhilHealth President Emmanuel Ledesma.

“We fully support the reduction of the premium contribution… at the same time we are internally reviewing from our end,” he said.

The fund’s viability is not expected to take a hit if contributions are reduced, Ledesma said underscoring that in 2023, PhilHealth “implemented a lot of increases in case packages” despite a presidential order to freeze premiums or contributions.

“We will thoroughly study po whether the premium of contributions will be brought down,” Ledesma said.

“Wala pa po tayong nirerekomenda kay President Marcos kasi pinag-aaralan pa din po ng PhilHealth,” he said.

Ledesma did not give a deadline as to when the state health insurer would decide on whether or not it would reduce PhilHealth members’ contributions.

Meantime, Senate Committee on Health chairman Christopher Go urged the government entity to scrap its “single confinement policy,” which prohibits PhilHealth members from using their health benefits for a certain disease if they have been recently hospitalized due to the same issue.

“Tanggalin niyo yung single confinement policy niyo. Hindi talaga natin maiiwasan, hindi natin alam kailan tayo magkakasakit,” Go said.

Ledesma admitted that “there seems to be a flaw in that circular” that enabled the single confinement policy, and committed that the PhilHealth board would immediately address the issue.

“We will look into it immediately, study it thoroughly,” he said.
