DOTr, San Miguel form steering committee ahead of NAIA turnover

MANILA -- The Department of Transportation (DOTr) and the winning consortium to modernize the Ninoy Aquino International Airport (NAIA) have formed a joint steering committee as part of the transition before the turnover of NAIA on or before September 14 this year.

DOTr Undersecretary for Aviation Roberto Lim said the agency had already met with representatives of New NAIA Infra Corp. (NNIC) of the San Miguel-led consortium, which won the bid to upgrade NAIA. He said NNIC is reviewing contracts with various concessionaires inside the airport and other agreements signed prior.

“Most are really operational issues in terms of contracts, in terms of work progress. Some of the contracts will have to be assessed and evaluated by the concessionaire,” said Lim.




He added that the new airport operator is already looking to change and improve some parts of the terminal. These projects include the creation of an OFW Lounge at NAIA 3 and the building of a new cafeteria and resting place for employees in the basement of NAIA 3.

Other parts of the terminal will also be renovated.

Bigger changes are also expected like the demolition of the Philippine Village Hotel near NAIA 2, where a new terminal is expected to be built.

Lim added that it is important to upgrade NAIA and build more airports, like the one in Bulacan as the number of passengers is also expected to rise.

“Based on demand forecast, by 2030 we should have a demand for 94 million passengers. If that is the case, we really need at least 2 airports,” he said.

Airlines in the country have expressed optimism the new upgraded airport will benefit their passengers.

“We remain supportive of all the government’s initiatives in the sector including the move to privatize NAIA and we look forward to working with the consortium led by San Miguel,” said Alex Featherstone, Philippine Airlines vice president. 

Cebu Pacific Chief Strategist Officer Alex Reyes said the NAIA privatization was a "game-changer."

"These developments will dramatically alter the landscape for aviation,” Reyes said.

NAIA was built to handle 35 million passengers annually, but the airport is already reaching 48 million yearly passengers.

NNIC is obligated to increase passenger capacity to 62 million in 5-6 years. Over P122 billion is expected to be spent by NNIC over the entire 25-year concession period, including the possible 10-year extension.
