NAIA rehab begins: Terminal 4 to be shuttered for 'major' renovation

MANILA - The oldest and smallest terminal of the Ninoy Aquino International Airport (NAIA) will be closed temporarily in November to make way for its renovation, its new operator said on Friday.

New NAIA Infrastructure Corporation (NNIC) General Manager Angelito Alvarez said NAIA Terminal 4 will be renovated for a few months and may reopen in February 2025.

No other details were given with Alvarez mentioning in a message to ABS-CBN News that it will be a “major renovation”. 

Flights at Terminal 4 are done mostly by turboprop planes which service smaller regional destinations. Cebu Pacific’s low-cost unit CebGo, and boutique airline AirSWIFT earlier announced moving all their flights to Terminal 2 from T4 starting November 7.

When NNIC took over NAIA in September, it promised a raft of upgrades and renovations for the facility, which has endured everything from broken air conditioning units, bedbug and rat infestations, to power outages. Coupled with a lack of modern amenities compared to other major airports in Southeast Asia, NAIA has sometimes been called the worst airport in the world.



When it won the bid to rehabilitate and operate NAIA, the San Miguel-led NNIC said it would fix the perennial problems of broken walkalators, airconditioning systems, toilets and boarding bridges while working closely with telcos to improve broadband connectivity.

Upgrades to the airport parking system, baggage handling system, self check-in and self bag-drop systems, as well as biometrics scanning were also promised.

However, the Department of Transportation said terminal fees for passengers are expected to increase, as well as the landing, take off and other fees for airlines.

Last October 1, NNIC hiked parking fees a the airport, which was met with criticism by some, but which also resulted in freeing up parking spaces and reducing vehicle volume in the facility. Landing, take off and other fees were also raised, but the airport operator said most of the fee hikes were approved by the government even before it took over NAIA. 

CebGo said it fully supports NNIC to improve the efficiency of operations at NAIA. AirSWIFT also said it endorses the long-term vision of NNIC and is committed to collaborating with partners to ensure the seamless execution of future plans.
