MANILA — Passengers may be barred from boarding their flights if they lack documents that local governments require as precaution against the coronavirus pandemic, Cebu Pacific and Philippine Airlines said Wednesday.

Current virus curbs allow air travel in 3 cases: stranded individuals, repatriated overseas Filipino workers and those working in authorized sectors.

Those stranded by the lockdown that started in March should have a medical certificate and travel pass, said PAL spokesperson Cielo Villaluna.

Repatriated OFWs should have a quarantine certificate while those workers in authorized industries should carry their company ID, employment certificate or ID from the inter-agency task force on COVID-19, Villaluna said.

Some areas like Cebu province require other documents like a letter of acceptance from the local government. A list of requirements is posted on the PAL website, Villaluna said.

Cebu Pacific on Tuesday offloaded around 20 passengers because they had incomplete documents, said airline's corporate communications director Charo Logarta-Lagamon.

PAL had similar incidents, said Villaluna. "Nagkakaroon po ng ganoong sitwasyon (there are situations like that)," she said, without giving additional details.

The 2 airlines have restarted several domestic routes to and from Manila like Davao, Cebu, Dipolog and Cagayan De Oro.

Some local governments are hesitating to allow flights to resume in their areas, said Lagamon.

"We understand po their hesitation but I think we have to impress at this time po na kailangan nating maiuwi iyong mga stranded pong pasahero," she said.

Metro Manila and other urban centers were placed on June 1 under GCQ or general community quarantine after 11 weeks under a stricter ECQ or enhanced community quarantine. The quarantine classifications will expire on June 15.
