Marcos distributes financial aid to Palawan, Marinduque farmers and fishermen

MANILA – President Ferdinand Marcos Jr. on Thursday led the distribution of financial aid to farmers and fishermen affected by the recent El Niño in Palawan and Marinduque. 


According to government data, Mimaropa region’s agriculture sector suffered P3 billion in losses due to the dry spell caused by El Niño.


“Kaya’t marapat lamang na [paulanan] naman namin kayo ng tulong upang maka-ahon kayo sa pagsubok na [pinagdaanan] ninyo,” Marcos said in his speech at the Edward S. Hagedorn Coliseum in Puerto Princesa City in Palawan.


The Office of the President distributed almost P100 million to beneficiaries in both provinces.


“Una na rito, mula po mismo sa Tanggapan ng Pangulo, magbibigay po tayo ng [tig-P10,000] sa ilang mga magsasaka, mangingisda, at kanilang mga pamilya na higit na nangangailangan,” he said.



This is on top of the P10,000 aid given by the DSWD to over 6,000 beneficiaries of the Ayuda sa Kapos ang Kita Program (AKAP), the President said. 


“Sa pangunguna ng DA, mamamahagi po tayo ng mga punla, pataba, at ilang kagamitan, hindi lamang para sa ating mga magsasaka, kung hindi  [na] rin sa ating mga katutubo at mga nais magtanim [sa] kanilang bakuran. Magbibigay tayo ng fertilizer at fuel voucher sa ating mga magsasaka upang makatulong sa kanilang paghahanapbuhay,” he said.


“Mamamahagi din po tayo ng ilang unit ng [traktora], rice combine harvester, walk behind transplanter, pump [and] engine set, hammer mill, corn sheller, at [iba] pa. Mayroon din pong [ipamamahagi] ang BFAR naman na limang bangka, tatlong  lantsa, at dalawang yunit ng fish cages para sa ating mga mangingisda.” 



Meanwhile, the National Irrigation Administration distributed some P8 million for the operations and maintenance subsidy of the irrigator’s association of the province.


“Ibibigay [din] po nila sa araw na ito ang mahigit P500 milyong halaga ng certificate of condonation and exemption sa ating mga landowners sa ilalim ng National at Communal Irrigation System upang hindi na nila [alalahanin] [pa] ang utang at bayarin sa NIA,” he said.


“At dadagdagan pa po natin ‘yang mga mahigit P200 milyong halaga ng proyektong pang-irigasyon para sa mga magsasaka [ng] Papualan, Sumbiling, Timburan, Bagong Bayan, at Apurawan.”


The President noted that the government allocated some P200 million for irrigation projects in Papualan, Sumbiling, Timburan, Bagong Bayan, and Apurawan, while the Agriculture Credit Policy Council of the Agriculture Department would distribute P20 million for the Survival and Recovery Program of farmers and another P30 million for the Agri-Negosyo Loan Program.


“Ngunit, hindi po tayo magtatapos sa pamamahagi ng tulong dahil tuturuan din po natin [sila] kung papaano mas mapalalago ang [kanilang] mga sakahan sa tulong naman ng Agricultural Training Institute ng Department of Agriculture. Kasama rin diyan ang TESDA na magbibigay ng ilang starter [toolkits] at tseke para sa Training Support Fund,” he said.


The President, in his speech, also highlighted the government’s key infrastructure projects to boost the economy in Mimaropa.


These include the Ibato-Iraan Small Reservoir Irrigation Project in Aborlan and the road widening of the Dr. Damian Reyes Road in Marinduque. The Balabac Military Runway is nearing completion at 89.30 percent, the President said.


“Kasama [rin] siyempre sa ating prayoridad ang pagpapalago ng turismo sa inyong lalawigan at pagpapabuti pa [ng] daloy ng transportasyon dito,” President Marcos said. “Ito'y gagawin natin sa pamamagitan ng Puerto Princesa Airport Development Project  at Pag-asa Island Airport Development Project.” 

 

Marcos Jr said the planned Puerto Princesa Airport Development Project was in the negotiation phase with the private proponent to improve airport facilities and services.



Meanwhile, bad weather in Romblon prevented Marcos from flying to the province Thursday to distribute aid to farmers and fisherfolk affected by the El Niño phenomenon.


In his speech during the distribution of assistance in Puerto Princesa, Palawan, Marcos Jr said that he was supposed to join Cabinet officials who were already in Romblon, which was supposed to have been the President’s first stop.


“Actually, nakasulat dito sa speech ko na kasama namin ang aming kagawaran ng mga --- kalihim, ngunit naipit sila dahil umuulan. So, nauna sila sa Romblon, dapat susunod ako ngunit umulan kaya’t hindi na ako makapasok kaya’t nagpo-programa rin sila ng ganito rin sa Romblon naman,” he said.
