MANILA (2nd UPDATE) -- Classes in all levels and work in government offices in Luzon are suspended on Thursday, October 24, due to the inclement weather brought by severe tropical storm Kristine, Malacañang announced Wednesday.

According to the post by the Office of the Executive Secretary, suspension of work for private companies and offices is left to the discretion of their respective heads.

Agencies whose function involve delivery of basic and health services, as well as disaster response and preparedness, shall continue with their operations.

The suspension earlier only covered Bicol region, but was later expanded to the whole of Luzon.

The House of Representatives has also suspended work on Thursday, October 24, according to an advisory from its secretary-general.

According to Reginald Velasco, only essential personnel "as determined by their respective Deputy Secretaries General or the Sergeant-at-Arms shall render service."

At least 7 people were killed, and thousands were forced to evacuate, due to Kristine.

In its 8 p.m. advisory Wednesday, PAGASA said the center of the storm was last seen 150 km east of Echague, Isabela, packing maximum sustained winds of up to 95 kilometers per hour, with gusts of up to 115 kph.

Signal No. 3 is currently hoisted over Cagayan Valley region, Cordillera Administrative Region and parts of northern Luzon, while Signal No. 2 is raised over Metro Manila, central Luzon, southern Tagalog region, parts of northern Luzon and parts of Bicol region.

Kristine may make landfall over Isabela between Wednesday night and early Thursday morning. It is expected to exit the Philippine area of responsibility by Friday.
