MMDA assures no double apprehension under NCAP

MANILA — The Metropolitan Manila Development Authority on Monday assured motorists amid concerns of double apprehension now that the No Contact Apprehension Policy (NCAP) is in effect.

Special Operations Group Strike Force Head Gabriel Go said that a system is in place to ensure that there will be no overlap in the apprehension of motorists violating traffic rules under NCAP, as the MMDA continues to deploy their enforcers in various parts of the Metro.

“Once na meron kayong physical apprehension sa iisang violation, let’s say sa isang lugar o stretch of road, at the end of the day, 'yung ticket sinasubmit 'yan sa ating opisina. Once pumasok sa system, magkakaroon ng validating to ensure na walang overlapping. So once, let’s say, mayroon kayong violation sa NCAP, meron din kayong physical apprehension, isa lang po ang papasok,” Go said.

“Pero lilinawin lang natin na although meron kayong physical violation, ay all throughout the day, isa lang ang violation ninyo, there is still a possibility na mag-iba-iba ang inyong violation, lalo na po kung iba’t-ibang lugar, at iba’t-ibang violation po yan.”

Go said the deployment of MMDA enforcers remain necessary as not all areas of Metro Manila are covered by NCAP. 

Reports of motorists purposely covering their vehicle’s plate numbers also necessitate physical apprehension, the official said.

“Kapag ito ay namonitor ng ating command center through the CCTV cameras, agad itong iraradyo ng ating command center sa ating ground enforcers natin na kung saan sila nakadeploy, at agaran po either we find them to do the physical apprehension,” he said.

Motorists caught covering their plate numbers are automatically fined P5,000 by the MMDA, Go said.

“Para lang sa kaalaman po ng lahat, just this morning, nagkaroon tayo ng pagpupulong kasama ang LTO, na kung saan we decided na lahat ng nakukuha nating sasakyan na nakatakip ang plaka, after physically apprehending them, ito ay isusumite namin sa LTO for them to check and review yung ibang kaso o penalty na pwedeng ibigay dyan,” the official added.

Despite criticisms over the re-implementation of the new policy, the MMDA official said that they have already monitored a significant decline in traffic violations in the first days of the NCAP.

“Ang pinakapurpose ng NCAP hindi lang ito apprehension, isa rin ito sa ating pamamaraan na kung saan ibalik ang disiplina sa lansangan based on our records, mga naitalang apprehension simula nang ibalik ang NCAP, unti-unti, nakikita natin na yung numbers of violators, bumababa day by day,” he said.

“Ang halimbawa dyan ay yung disregarding traffic sign ay unti-unti ring nababawasan. Kung dati hindi nirerespeto ang pedestrian crossing, ngayon for the past days, limitado o wala akong nakikita na nag-ooverstep sa pedestrian crossing," he added.

Meanwhile, the agency is set to launch an app that will allow motorists to contest their apprehensions under NCAP, Go said.

“Kung saka-sakali hindi tama o sa tingin na mali ang panghuhuli sa kanila everything is digitalized, iiscan lang ang QR code natin and from there iifill up lang online lahat ng detalye natin, clearly nandoon naman po mabilis na proseso lamang ito,” he said.
