<p>MANILA — Solicitor General Menardo Guevarra has reported the extensive damage to coral reefs in the West Philippine Sea because of global warming in a speech made before the International Court of Justice in The Hague, Netherlands.</p><div> </div><p>Guevarra, along with Philippine Ambassador to the Netherlands Eduardo Malaya and Permanent Representative to the United Nations Office at Geneva Carlos Sorreta, spoke before the ICJ on December 3, 2024.</p><div><br/></div><p>“Filipino marine biologists have found extensive coral damage in Escoda Shoal which they attribute to the &#x27;anomalous warming&#x27; of the waters in the West Philippine Sea,” Guevarra said.</p><div><br/></div><div><a href="https://www.abs-cbn.com/news/2024/6/7/nearly-100-of-corals-at-escoda-shoal-dead-or-dying-up-scientists-find-1842">‘Ecological disaster’: Nearly 100% of corals at Escoda Shoal dead or dying, UP scientists find</a></div><div><br/></div><p>The Philippines participated in the oral proceedings at the ICJ on the request of the United Nations General Assembly for an advisory opinion on the obligations of states in respect to climate change. </p><div><br/></div><p>Guevarra noted various catastrophes in the Philippines due to climate change from Super Typhoon Haiyan or Yolanda up to the recent typhoons this year which affected an estimated 9.6 million people, damaged 208,000 homes, and resulted in 158 deaths.</p><div><br/></div><div><a href="https://www.abs-cbn.com/news/2024/11/15/why-the-philippines-has-back-to-back-typhoons-2126">Why the Philippines has back-to-back typhoons</a><br/><a href="https://www.abs-cbn.com/world/2024/10/3/supercharged-storms-how-climate-change-amplifies-cyclones-1256">Supercharged storms: how climate change amplifies cyclones</a></div><div><br/></div><p>He added that extreme heat, reaching an alarming 55 degrees Celsius, caused class suspensions, among others. </p><div><br/></div><div><a href="https://www.abs-cbn.com/world/2024/5/9/school-s-out-how-climate-change-threatens-education-1108">School&#x27;s out: How climate change threatens education</a></div><div><br/></div><p>“When we are not being drenched, we are being scorched,” Guevarra said.</p><div><br/></div><div><iframe width="853" height="480" src="https://www.youtube.com/embed/n0G7bNIF79o" title="Coast Guard videos show massive damage to Rozul Reef, Escoda Shoal | ABS-CBN News" frameBorder="0" allowfullscreen=""></iframe></div><div><br/></div><p>Guevarra called on states to honor their obligations to protect and respect human rights including those impacted by climate change because of greenhouse gas emissions. </p><div><br/></div><p>“While the Philippines concedes that economic development is necessary to further the growth of countries and peoples, it posits that actions relative thereto must operate within a paradigm of non-compromise – we should not compromise the long-term sustainability of resources; we should not compromise the ability of future generations to meet their own needs,” Guevarra said. </p>
