Super Typhoon Lawin made landfall in Penablanca, Cagayan on Wednesday evening with maximum sustained winds of 225 kilometers per hour (kph) near the center and gusts of up to 315 kph.

PAGASA had predicted that its impact would be felt within a 800-km radius from its eye and advised the public to take extra precaution on the possible impact of the cyclone.

Local government units carried out preemptive evacuation in a bid to ensure the safety of its residents.

STA. ROSA, Laguna — The Commission on Elections (Comelec) is set to deliver around 3,500 bundles of official printed ballots to the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM), tomorrow April 22, ahead of the May 12 polls.

The official ballots, which are packed and sealed at the Comelec hub in Sta. Rosa, Laguna, were loaded to different container vans. 

This is the first batch of official ballots that will be deployed.

“Ito po yung kauna-unahang batch, talaga pong huling dinidistribute ang mga balota, hindi po namin puwede idistribute  ng maaga sapagkat may posibilidad na mawala. Biglang nakawin o kung ano man mangyari doon sa balota,” said Comelec Chairman George Garcia.

“Bangsamoro kasi ang una at ito ay nagrerepresenta ng 3,546 na presinto sa buong Bangsamoro kasama ang SGA yung Special Geographic Area walong municipalities iyon. Ang laman ng kahon nakadepende sa kung ilang naman yung mga botante sa bawat presinto na iyan. So kung ang botante e walongdaan, walongdaang balota ang laman ng kahon na iyon, walang labis walang kulang. So, tatandaan natin napaka-importante kung ano naka-assign sa bawat presinto yun ang makakarating, sapagkat precint specific ang ating mga makitan. Ibig sabihin hindi tatanggap yung makina ng mga balota na hindi naman naka-assign sa presinto na iyon,” he added.

Garcia said that all ballots will be delivered directly to the Treasurer's Office of every city and municipality by May 1. Included in the items that will be deployed are the indelible inks.

“Dapat masigurado ng Comelec na ang mga balotang ito ay naandiyan sa mga kamay ng tresurero on or before May 1, sapagkat magsisimula na po yung final testing and sealing namin May 2 more or less hanggang May 7 o May 8. Ibig sabihin bawat isang balota po kasi na ito ay gagamitin din sa final testing and sealing kasama yung mga makina na naipadala na namin nung una, kasama na rin yung mga ballot boxes,” he said.

“Kung mapansin po ninyo rin may mga nilagay na mga kahon na nasa taas, maliliit kasabay po ng mga pinapadalang mga balota ay mga indelible ink na gagamitin sa bawat presinto ng bawat bayan ng bawat probinsya sa Bangsamoro at sa Special Geographic Area, sabay sabay na po iyan,” he added.

Garcia said that all official ballots are packed, and color coded depending on which region it will be deployed.

“Itong gabing ito, yan po yung unang araw Bangsamoro, yung pangalawang araw yung bukas ng umaga yun naman po yung mga nakikita ninyo doon, naka-color coding po lahat yan. So bawat halimbawa po yung tali, kung kulay blue yan po ay papunta sa Mindanao, pagka naman po kulay yellow yan ay para sa Visayas, at yung berde ay para naman po sa Luzon. So yun pong sa NCR na mga ganyan, na balota wala po dito. NCR nasa National Printing Office naman. So kung magde-deploy kami diyan naman po namin kukuhanin iyon,”he said.

The poll chief said that they have coordinated with law enforcement agencies to ensure the safe delivery of the ballots.

“Una po yan pong lahat ng pagbibiyahe meron pong naka-timbre iyan sa Operations Center ng PNP na binibigyan kami ng guide kung nasaan na yung itong container van, at the same time mayroon po tayong mga kasamahan sa Philippine National Police na naka-convoy mismo diyan sa container van hanggang sa maideliver siya sa port of destination hanggang sa salubungin siya sa port of entry. So proper guarded po iyan sapagkat kung mayaroong pinakaimportanteng dokumento, gamit para sa darating na eleksyon ito po yung mga balota na ito," he said.

The Comelec is set to distribute the other batches of official printed ballots in other regions like Region 13 or CARAGA, Region 12 or Soccsksargen, Batanes, and others in the coming days.
