Gov't urged: Use AI to stop kids from accessing online gambling

MANILA —  An advocacy group on Tuesday nixed a proposed total ban on online gambling, saying government could instead use artificial intelligence to make it harder for children to go to gambling sites. 

Orlando Oxales, lead convenor of CitizenWatch, voiced concern about a total ban on online gambling, which could force operators to go underground.

"Kapag nag underground 'yung industriya na yan, lalong mawawalan tayo ng control. Wala tayong regulatory oversight sa mga ito," he said in an interview.

(Once they go underground, we will lose our control further. We will not have regulatory oversight for these.)

Among the regulatory processes the group is proposing is the use of AI technology and facial recognition to ensure young children and underage users will not have access to the platform. 

"Naniniwala kami na may teknolohiya na pwedeng gamitin. At naniniwala kami na 'yung PAGCOR, payment platforms, they can be part of the solution," Oxales said. 

(We believe that there is technology that we can use. And we think PAGCOR and the payment platforms can be part of the solution.)

"They can be part of the solution, they can integrate AI technology, stricter checks of age, knowing your client," he added.

Oxales said legitimate gaming operators should ensure the well-being of their clients, and should have a mechanism to prevent abuse.

"Yung mga operator mismo has a bigger role, kasi katulad ikaw may negosyo ka, naniniwala ka lehitimo, you have to protect your customers," he said. (Operators themselves have bigger roles, if you have a legitimate business, you have to protect your customers.)

"Dapat kapag nakikita nyo na may abuso na o may harmful behavior ang users nyo, dapat meron kayong mechanisms na integrated sa inyong negosyo," Oxales added. (Operators should have mechanisms integrated in their businesses that will prevent abuse and harmful behavior among their users. 

Several proposals have been floated by lawmakers to either regulate or ban online gambling which has proliferated among Filipinos.

"Sana hindi tayo masyadong extreme sa solusyon na ito. Dahil sa character na online siya, mas madali sya mag underground. Kaya mas mahirap," he said.

(We hope we are not too extreme in our solutions. Since it happens online, it will be easier for them to go underground. It will be harder for us that way.)
