DICT says aiming for universal internet access in PH

MANILA -- The Department of Information and Communications Technology laid out its ambitious digital agenda for the next three years, including ensuring universal internet access.

ICT Secretary Henry Aguda told a gathering of fintech advocates on Friday that he aims to do this by creating 55,000 free public Wi-Fi hotspots in various places across the country.

"A single national fiber backbone to digitally stitch our islands together because in a digital democracy, internet is not a luxury, it is a right," Aguda told members of Fintech Alliance.ph.

Aguda recently inspected the MRT-3 system, along with Transportation Secretary Vince Dizon, to look into how the DICT can boost the train system's connectivity and improve its payment processes.

Aguda said he will focus on underserved, geographically-isolated areas and move to more urban regions.

The country's ICT chief also said he aims to make the Philippines the next artificial intelligence (AI) powerhouse in the region, and generate millions of digital jobs in the country. 

"AI for public good, AI that is both productive and empowering, doesn't just boost business but strengthens governance, prevents disasters, enhances quality of healthcare, and fights fraud," Aguda said.

Together with representatives of private tech companies, the DICT signed a digital collaboration wall where they aimed to reach 8 million digital jobs by 2028.

Aguda said the agency will expand the country's digital infrastructure, champion cybersecurity, and fight fraud in the country.

"If you hack our hospitals, our government, our schools, you are not a hacker. You are a terrorist, and we will respond accordingly," he said.

Lito Villanueva of Fintech Alliance.Ph said they are also working with authorities and other stakeholders to strengthen defenses against digital fraud.

"We are creating an industry-led Fraud Bureau—a central hub for fraud intelligence sharing, real-time detection, and coordinated response," he said.

"In parallel, we are launching a shared e-KYC registry under the Open Finance framework, enabling seamless, secure, and cost-efficient onboarding—especially for the underserved," he added.
