MANILA — There were several attempts to flood and jam the websites of several banks on November 5, a global protest day for hackers, the Department of Information and Communications Technology (DICT) said on Wednesday.The DICT said, despite this, there was no successful Distributed Denial of Service (DDoS) attack as of noon. The agency earlier alerted public and private institutions to remain vigilant against possible DDoS attacks — which may cause websites and apps to either lag or crash — as hackers worldwide traditionally commemorate the Guy Fawkes Day, a British event, that has also been a day of protest for hackers.“Ang pinakamarami [na DDoS attempts] ay banking sector pero so far, iyong mga bangko wala pa naman nag-report na nagkaroon ng disruption in their operations,” Aguda told Palace reporters.“Noong nag-report sa akin ang Cyber Bureau hindi ko na inisa-isa kung sino iyong ina-attack kasi kung titingnan mo iyan halos lahat may attempt eh pero luckily so far iyong experience ninyo naman normal pa rin iyong service,” he said.<div><a href="https://www.abs-cbn.com/news/technology/2025/11/3/dict-warns-of-possible-ddos-cyberattack-on-nov-5-1050">DICT warns of possible DDoS cyberattack on Nov. 5</a></div>Should there be a successful DDoS attack, no data or funds are expected to be stolen, the DICT chief said.“Worst possible scenario lang is ‘pag na-deny iyong service doon sa isang digital website or app hindi mo lang magagamit… malaking perwisyo iyon ‘di ba,” he said.“Iyong makukunan ka ng data, hindi mangyayari iyon and so far naman ngayon as of this time, most of the digital services naman ay gumagana ng maayos.”The DICT said it has reached out to Filipino hackers to help the government in fending the system against international breaches, Aguda said.The government is setting up a program to give “safe harbor” for Filipino hackers who will help the government counter external attacks, he said.“Ang problema sa hackers natin ayaw nila lumantad kasi baka mahuli sila. Sa Safe Harbor, maglalagay tayo ng ethical hacking standards para hindi sila huhulihin as long as yung ginagawa nila is to help the country,” he said.“Asahan ninyo na yung long term plan natin. Nagsabi naman si Anonymous PH na they are disavowing any violence,” he said.Government agencies have been holding frequent cyber drills and have been “plugging cyber security holes” in anticipation of any attack, he said.
