Comelec orders 4 Masbate candidates to explain use of emergency alert system in campaign

The Commission on Elections has issued show cause orders against four political candidates in Masbate for allegedly using the emergency alert messaging system for their campaign.

Atty. John Rex Laudiangco, chief of the Comelec Education and Information Department, issued show cause orders to Masbate's gubernatorial candidate Richard Kho, vice gubernatorial candidate Fernando "Andot" Talisic, Congressional 2nd District representive candidate Elisa "Olga" Kho, and city mayoralty candidate Ara Olga Kho.

This is in connection to the emergency alerts reportedly received by residents of Masbate via cellphone early this month. 

But instead of emergency alerts, Masbate residents received a message calling on them to vote for the members of the Kho family.

"This has reference to reports circulating on social media about an alleged emergency alert message received on or about 03 April 2025 by residents of Masbate City containing a 'political advertisement' or 'election propaganda,' specifically the names of political candidates in the May 12, 2025 National and Local Elections," said Laudiangco.

The Comelec said screenshots of the emergency message were also disseminated through social media.

Laudiangco said such practice is considered "creation and dissemination of fake news for the purpose of propagating disinformation and misinformation to endorse a candidate."

"You are hereby ordered to SHOW CAUSE in writing within a non-extendible period of five days from receipt thereof, and to explain why a complaint for violation of these guidelines should not be filed against you," said the Comelec executive to the candidates.

"Otherwise, a request for the removal, takedown or blocking of the said content or account shall be made to the technology platforms and the concerned law enforcement agency, without prejudice to any further legal action in accordance with applicable laws."

The 4 candidates have yet to respond to the allegations, as of writing.
