MANILA — The Senate has approved a bill resetting the May 2025 Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) elections to October 13, 2025.

Senate Bill 2942 amends the Bangsamoro Organic Law to reset the BARMM elections and synchronize the next one with the 2028 elections. Winners will take office noontime of October 30 following the election.

President Ferdinand Marcos Jr. has certified the bill to postpone the BARMM elections — originally set for 2022 but pushed back to this year — as urgent, with the Palace saying postponement "would address the urgent need of the Bangsamoro transitional government to realign its governance structure."

During the extension of the transition period, the Bangsamoro Transition Authority (BTA) will continue as the interim government in BARMM.

The interim members of the BTA shall serve until their successors are elected and qualified, unless the President replaces them or their tenure is shortened by their election to a different position.

Aspirants who filed their certificates of candidacy for the parliamentary districts and nominees for party representatives listed in the Certificates of Nomination and Acceptance incorporated in Manifestations of Intent to Participate filed by duly accredited political parties from November 4 to 9, 2024, shall be automatically considered as candidates and nominees in the October 2025 election. 

New filings for Certificates of Candidacy or for Manifestations of Intent to Participate with a list of nominees shall not be entertained but the Commission on Elections (Comelec) shall have the authority to issue appropriate guidelines on the filing of candidacies, in case the seats originally allocated to the province of Sulu are re-apportioned by the  Bangsamoro parliament.  

Substitution of candidates and nominees shall not be allowed, except in cases of death or disqualification, pursuant to the guidelines promulgated by the Comelec. 

The Bangsamoro Parliamentary election on October 2025 shall not be treated as a special election and shall be considered a continuation of the 2025 national and local elections.

Any amount obligated before the resetting of the Bangsamoro election shall remain valid.

Senate Committee on Local Government chairperson Sen. JV Ejercito said this would not lead to more extensions.

Sen. Juan Miguel Zubiri meanwhile said that time was needed to reconfigure the composition of the Bangsamoro Parliament and to address the parliamentary seats that would have belonged to Sulu.

Zubiri appealed to the bicameral conference committee for a longer extension.
