Courtesy of Marie Tonette Grace Marticio "/><span class="fr-inner" spellcheck="false" style="text-align:left">Toppled trees and damaged houses are seen around the La Paz and Mayorga, Leyte after Typhoon Tino made landfall in the province on November 4, 2025. <em>Courtesy of Marie Tonette Grace Marticio </em></span></span></span></div><p>MANILA — Relief goods have yet to reach some villages in Hinunangan town, Southern Leyte following the onslaught of Typhoon Uwan, with the mayor also appealing for additional aid and construction materials for residents whose houses were completely destroyed.</p><p>Mayor Ymard Tocmo said because the weather has improved, they are already distributing aid and mounted clearing operations for fallen trees and other debris.</p><p>But residents need construction materials such as galvanized steel, plywood, and nails to rebuild their homes.</p><p>“Yung mga nasa evacuation center natin yun yung mga pamilya na nasira talaga totally ang mga bahay nila,” Tocmo said in a public briefing aired on state-run PTV.</p><p>“As of now wala pang kuryente, yung tubig, water system down [pa rin]. Yung telecommunication namin both Smart and Globe down. Ang may signal lang dito ay yung munisipyo dahil [sa] Starlink galing sa DICT (Department of Information and Communications Technology),” the mayor added.</p><p>A total of 212 families remained in evacuation centers, he added, but as of now, they still couldn’t enter some villages due to landslides.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/11/11/-uwan-death-toll-climbs-to-6-0804">Philippines digs out from Typhoon Uwan as death toll climbs to 18</a></div><p>“Mayroon tayong isolated barangays na hindi natin mapasok ngayon. Tatlong barangay na hindi mapasok – mountainous areas kasi mayroon tayong limang geographically-isolated and disadvantaged areas ng ating munisipyo,” he said.</p><p>“Hindi mapasok ng relief operation. Nakapag-first wave tayo dahil sa Philippine Air Force na galing sa DSWD (Department of Social Welfare and Development) ang tulong. Ibinagsak natin sa isang barangay. But as of Tuesday, Tocmo said losses on infrastructure and agriculture already reached P150 million.</p><p>“Maraming namatay sa amin na hayop. Yung mga baka, kalabaw, baboy, at yung mga – livelihood. We are a tourism municipality, we have two island barangay. Walang tubig, tapos yung mga bahay nila, beach resort, nasira ng bagyong Tino,” he said.  </p><p>“Hindi masyadong malakas yung Uwan dito. Hangin lang, hangin ang binigay niya pero hindi katulad ng Tino na lubog talaga ang buong munisipyo ng baha.
