Porac mayor insists on innocence on POGO-related graft complaint

MANILA — Suspended Porac, Pampanga mayor Jaime Capil was given by the Department of Justice an extension up to January 29, 2024 to file his counter-affidavit on a graft complaint related to a Philippine Offshore Gaming Operator (POGO) hub.

Capil’s lawyer Sos Xian said they sought the extension that was granted by the prosecutor assigned to the complaint.

“Because the records are voluminous and at the same time the mayor and six other respondents that we intend to represent are still looking for counsel to represent them, kasi medyo alam naman natin sensitive iyong kaso,” Xian said.

The Presidential Anti-Organized Crime Commission and the Philippine National Police in October last year filed a graft complaint against Capil and other local officials over the raid against POGO hub Lucky South 99 in the municipality.

The complaint focused on the business permit granted to Lucky South 99 despite documentation problems, among others.

“Kami ay naninindigan po na kami ay walang ginawa na hindi tama, kami po ay sumunod sa proseso po ng batas,” Capil said.

PAOCC had found video footage of workers allegedly being physically abused at the Porac hub.

It allegedly had ties to another POGO in Bamban, Tarlac, whose former mayor Alice Guo was eventually dismissed from government service and jailed as she faced various charges. Guo has denied that she was a mastermind behind POGO operations in her town.

President Ferdinand Marcos Jr. last July announced a total ban by end-2024 on POGOs, which authorities said were used as cover by organised crime for human trafficking, money laundering, online fraud, kidnappings and even murder.
