Bamban POGO’s alleged finance officer arrested

MANILA — The alleged finance officer of the Philippine Offshore Gaming Operator (POGO) hub in Bamban, Tarlac has been arrested after months in hiding, authorities confirmed Friday.

The Presidential Anti-Organized Crime Commission, Bureau of Immigration, and the Armed Forces of the Philippines arrested Pan Meishu, the alleged finance officer of POGO Zun Yuan Technology, while she was eating at a restaurant in Pasay on Thursday.

Pan, a Chinese citizen, may face the same charges filed against former Bamban, Tarlac Mayor Alice Guo, such as human trafficking and money laundering, said PAOCC Executive Director Gilbert Cruz. 

An initial report from PAOCC said Pan worked directly with Walter Wong Long, a co-accused of Guo.

Guo is fighting allegations that she facilitated the entry of POGO in her town. She has denied that she is a Chinese spy masquerading as a Filipina.

“Tinitignan namin kung anong kaso ifa-file namin sa kanya (Pan) although alam naman natin na part siya talaga ng circle ni Alice Guo,” Cruz said in an interview.

“I-che-check namin kung siya ay kasama sa simula nung pagtayo ng Zun Yuan yung sa Bamban POGO hub at kung ano pa yung ibang participation niya,” he added.

“Yung sa mga document na narecover namin like yung sa mga vehicles, nandun yung pangalan niya eh na ginagamit doon sa loob ng Bamban POGO hub. So tinitignan namin kung papasok din siya sa qualified trafficking.”

“Kasi nasa top level siya eh as finance officer,” Cruz said.

Pan is currently under PAOCC custody.


POGO CLOSURES


President Ferdinand Marcos Jr. in July announced a total ban by end-2024 on so-called POGOs, which authorities said were being used as cover by organized crime. 

Cruz said the closure of POGOs was underway as the December 31 deadline neared.

“Expected natin by the end of the year tapos na yan lahat, sarado na sila, wala na dapat nag-ooperate diyan,” he said.

“Sa ngayon kasi may inspection kaming ginagawa. Hindi lang doon sa mga POGO operations but pati na rin yung mga BPOs chine-check na natin kasi nga mamaya pinapaipitan nila ito ng mga POGO operations like kung magkakaroon ng online gaming silang ilalagay dito sa mga BPOs na ito,” he explained.

By 2025, PAOCC and other law enforcement agencies will focus on guerrilla POGOs.

“Pagpasok ng January, yan na, hahanapin na natin yung mga guerrilla POGO operations, yung mga sinasabi nating small scale operation ng mga POGOs,” he said.

Cruz was at the Department of Justice (DOJ) on Friday morning to talk with the Inter-Agency Council Against Trafficking (IACAT) regarding the pending cases that they were set to file in connection with POGOs. Some of these cases involve the POGOs in Bamban, Porac, Pampanga, and Metro Manila
