MANILA (UPDATED) — The House prosecution panel submitted on Wednesday its compliance with the first of two requirements set by the Senate impeachment court.

The impeachment court earlier this month returned the Articles of Impeachment against Vice President Sara Duterte and told the House to submit two certifications.

Prosecutors filed before the Senate impeachment court the enrolled copy of a House resolution certifying that the impeachment proceedings initiated against Duterte "fully complied" with the 1987 Constitution, including the provision against initiating more than one impeachment complaint against the same official within the same year.

The Senate impeachment court confirmed the receipt of the House certification that it did not violate the Constitution, particularly the one-year bar rule, at 1:06 p.m., also on Wednesday.

The other requirement set by the Senate impeachment court is certification from the House of the 20th Congress, which will convene in July, that it will pursue prosecution.

The remand of the Articles of Impeachment came after attempts to to dismiss the case entirely.

The House, which has stressed that it had fufilled its duty by endorsing and transmitting the Articles of Impeachment to the Senate, adopted the resolution on June 11.

The prosecution also filed before the Impeachment Court a Manifestation with Re-submission of Entry of Appearance.

Prosecution spokesperson Antonio Bucoy said they filed it to avoid issues, after the defense pointed out that the public prosecutors' entry of appearance in March 14 was made when the impeachment court had yet to convene.

They said in the manifestation that "in contrast to" Duterte's lawyers — who filed an Answer Ad Cautelum, or "with caution" — "there is no reservation, limitation or other qualification of any kind on the part of the undersigned public prosecutors."
