MMDA clarifies emergency vehicles responding to emergencies exempted from NCAP

The Metropolitan Manila Development Authority (MMDA) clarified that emergency vehicles—such as ambulances, fire trucks, and police units responding to emergencies—are exempt from the No Contact Apprehension Policy (NCAP).

In a statement on its official Facebook page, the agency said, “Paglilinaw ng Metropolitan Manila Development Authority (MMDA): exempted sa huli ang mga emergency vehicles tulad ng ambulansya, fire trucks, at police units sa lahat ng uri ng traffic violations kapag rumeresponde sa emergency.”

The MMDA added, “Kapag hindi rumeresponde sa emergency, hindi dapat lumabag sa batas-trapiko ang mga emergency vehicles.”

The agency further explained that under NCAP, if an emergency vehicle runs a red light while caught on CCTV—and even if other vehicles move aside to give way—neither the emergency vehicle nor the assisting motorists will receive a notice of violation.

The MMDA also emphasized the importance of verifying the legitimacy of emergency vehicles.

“Kailangan ding siguraduhin na lehitimo talagang emergency vehicle ang sasakyan, dahil nagkaroon na ng insidente noon kung saan isang service vehicle ng funeraria ay nilagyan ng tatak na ‘ambulance,’” the agency noted.
