The Metropolitan Manila Development Authority (MMDA) clarified that emergency vehicles such as ambulances, fire trucks, and police units responding to emergencies are exempted from the No Contact Apprehension Policy (NCAP).

In a statement on its Facebook page, the agency said, “Paglilinaw ng Metropolitan Manila Development Authority (MMDA) exempted sa huli ang mga emergency vehicles tulad ng ambulansya, fire trucks, at police units sa lahat ng uri ng traffic violations na rumeresponde sa emergency.”

“Kapag hindi reresponde sa emergency ay hindi dapat lumabag sa batas trapiko ang mga emergency vehicles,” MMDA further said. 

“Muling paliwanag ng MMDA, sa ilalim ng NCAP kapag ang isang emergency vehicle ay tumawid kahit naka-red light na nakita sa CCTV cameras pati na ang mga ordinaryong sasakyan na nagbigay daan sa emergency vehicle ay hindi makakatanggap ng notice of violation.”

MMDA also emphasized the need to ensure the legitimacy of an emergency vehicle.

“Kailangan din siguraduhin na lehitimo na emergency vehicle talaga ang sasakyan dahil meron nang insidente noon na isang service ng funeraria ay nilagyan ng tatak na ambulance,” the post read.

The MMDA earlier said motorists who give way to emergency vehicles who are responding to an emergency cannot be in violation of the NCAP.
