MANILA -- Residents of Barangay Moonwalk in Parañaque said they are still suffering from the effects of massive flood brought by rains on the evening of May 12, election day.

After a thunderstorm last Monday, water rose quickly in some parts of the city until flood reached chest-deep, or around 3-4 feet.

Rescuers of Brgy. Moonwalk acted quickly, rescuing a 3-day old baby and several senior citizens.

The 75-year-old Aurora Vicedo said they had to stay in the second floor of their house as flood swept across their neighborhood.

"Nagdasal na lang ako na maayos ang aming lugar. Pero sana linisin na, yung mga bata dumadaan," Vicedo said.

(I just kept on praying that we'll end up safe. But I hope they clean as children walk here.)

More than 900 families were affected by flood, and more than 140 families were evacuated.

Most of the flood has subsided as of Friday, but there is still ankle to leg-deep flood with murky waters in some areas.

"Walang bagyo, thunderstorm lang, yet lagpas tao ang baha," said Jemelene Qui, village chief of Brgy. Moonwalk.

(We did not have a typhoon, only a thunderstorm. Yet floods was so deep in many places.

Residents pointed to the temporary construction of a bridge for the Cavitex C5 link project that obstructed the flow of water in a creek as the culprit.

From an original 7-meter wide creek, the construction narrowed the creek to 2.5-3 meters.

Volume of garbage further exacerbated the problem, clogging the tube built underneath the bridge.

"May portion na tinabunan yung ilog. Nag-iwan naman ng hole, pero hindi sapat, kaya nagtuloy-tuloy, umapaw," Qui added.

(There was a portion of the creek that was blocked. They built a hole but it was not enough so water overflowed.)

In a statement, the Cavitex Infrastructure Corporation Management said it is addressing the problem by dismantling the temporary bridge.

"This temporary structure was essential for creating a crane path for the movement of equipment and ensuring proper drainage to mitigate potential creek overflow during the construction phase," the statement read.

"Regrettably, despite the meticulous planning of the construction methodology, and increased pipe dimensions, the drainage system became clogged due to an unforeseen volume of rainfall coupled with a significant accumulation of garbage and waste present in the area. This unfortunate confluence of events led to the issues experienced," it added.

The management said it is working with the local government to prevent flooding from happening again.

"In direct response to the request from local authorities, our technical team and contractor have undertaken the removal of the temporary bridge, and facilitated a major garbage clean up," the statement reads.

"Furthermore, a joint assessment of the area has been conducted in partnership with the community and local government to ensure a thorough understanding of the situation and to foster collaborative solutions," it added.

The mayor-elect of Paranaque Edwin Olivarez has also inspected the area.

Officials of Brgy. Moonwalk said the local government has extended aid to families affected by the flooding.
