PPCRV gets ERs from NCR, begins parallel count

MANILA — The Parish Pastoral Council for Responsible Voting (PPCRV) has begun its unofficial parallel count of the 2025 elections.

PPCRV Spokesperson Ana De Villa Singson said they have received 2,314 printed election returns (ERs) as of 1:40pm of May 13, 2025. The ERs came from some cities in Metro Manila.

The spokesperson added that there could be more ERs to come but delivery was halted due to the heavy rains Monday night.

This translates to 2.48% of the 93,287 precincts across the country. One ER is for one precinct. Singson added that she hopes ERs from Visayas and Mindanao will arrive in the coming days.

Volunteers at the PPCRV Command Center in Manila are now verifying the contents of the printed ERs. Unlike in previous years, there is less typing now compared to the previous years as QR codes are incorporated in the ER.

“The printed ERs will be compared to the transmitted data. Pareho ba? Tama ba? It should be pareho. In the ideal world, dapat walang difference,” Singson said.

This also comes as Singson said PPCRV has received nearly 98% of transmitted ERs. Early Tuesday, Singson said they cannot access around 18% of ERs which prompted them to seek help  from Comelec Chairman George Erwin Garcia.

“Almost 98% in less than 24 hours, good job at transmission,” said Singson.

She added that the parallel count can help check the truthfulness of the polls. 

Volunteers from schools and other organizations are checking if the printed ERs are identical to the transmitted ERs. Singson said the parallel count may take several weeks to complete.
