The Parish Pastoral Council for Responsible Voting on Tuesday clarified why there was a delay in the release of its numbers for the Philippine midterm elections.

PPCRV Trustee and Spokesperson Ana de Villa Singson said the council was in a bit of a quandary after the Commission on Elections started sending election results data in different formats. 

While PPCRV was able to sort this out, the council found out that their totals were "different from everything coming out in the media."

She said PPCRV noticed that the numbers were different during the data dumps and caught a double count of the precincts "very early on." 

This prompted the council not to show its numbers until the tallies were corrected "down to the precinct and district level."

Singson said the Comelec dashboard showed that 66 percent of election results were already transmitted as of 8 p.m. Election Day but PPCRV was not receiving the updated data. A call to Comelec Chairman George Garcia prompted an email with headers "but no data."

"It took a while but it did come a little after 9. We got a really big data dump, it was a huge, huge file. This time, kasi inaayos, they gave us one big dump right away. As soon as we were able to process those, that's when we were panicking because we were not aligning. There was a discrepancy. In hindsight, it was the double count," she said.

Singson said PPCRV is now aligned with other counts at at more than 79 percent transmission. 

However, she said the Comelec dashboard shows it has already received 98 percent of ERs as of 8 a.m. Tuesday, which means 18 percent of the data has yet to be transmitted. 

"We would really like to have eyes on the 18 percent of the transmissions," she said.
